in和on两个都可以用，但意思上是有差别的:1. 出现在报纸内容里的东西，用 in。

如，What’s in the newspaper today?今天报纸上有什么新闻？I read an article in the newspaper.我在报纸上读到一篇文章。

2. 放在报纸上面的东西，用 on。如，Put your hands on the newspaper.把手放在报纸上。There is a pair of glasses on the newspaper报纸上放了一副眼镜。与此类似，on TV 指“电视播放的内容”，on the TV（加了 the） 表示“在电视机上”，如果 in the TV，意思为“在电视机里面”。如： I love to watch news channels on TV.我喜欢看电视里的新闻频道。Press the button on the TV, please.请按一下电视机上的按钮。A bug is found dead in the TV.在电视机里发现一只死虫子。
